What does it take to start a site like this? is it free or does it cost money? can anyone make one?

You can have a website for free. There are loads of free hosts out there, but you get stuck with a shitty URL. The best you can do without paying is a .tk address.
But for a small site it doesn't cost much at all.

All sites that aren't hosted through AngelFire, Tripod or the like cost money. Use Google and shop around.

Yes this one costs money. I'm not quite sure how much bandwidth this site uses, but I'm pretty sure it's a decent amount.

I don't know if our mysql db still takes up as much space as it used to.
But I'd assume that unless Dave's friend is hosting us for free, his hosting expenses for BG are probably at least 20-50 bucks a month, depending on bandwidth. Since the gallery's gone, apparently, probably not as much as it would cost with it.
VBulletin license is about 80 bucks per year. Then you need to purchase a skin for it, unless you can make one yourself or want to use a free one.
Plus time and effort getting it off the ground. Domain registration's about 6-10 bucks per year.

So if I wanted to make a forum/arcade site like this one for exmple, then I'd have to shell-out like 50 bucks a month?

Well, if no one's visiting it, thus you get virtually no bandwidth, you may be able to find a cheaper host. Oh yeah, I forgot about vBulletin, if you want a forum. But you could use phpBB, which is free.
And Core, the Gallery's still around, just annoying to use.
