I heard the Gimp is a good FREE small program. I tried it and it was alright but it was originally made for Linux and the Windows version is kind of buggy.
I think the site is gimp.org

How can all of yu download such enormous programs from KaZaA? I mean, I tried to download Photoshop 7.0 one day, it was more than 16,000,000+ bits to download. After five days I was like only half way through it and stopped.
