Ok... All cell phone numbers are long distance, however, if I were to call say, someone in Texas from my house in CT, then I wouldn't get charged to talk to them (I don't know about voicemail though) So, say I called, and we were chatting for 10 minutes- the person in Texas would get the bill, because they are the ones using the airtime.
