If you post at the welcome forum, it doesnt count in your post count. So that might be the problem.

No, if you type under 15, it just adds a "Spam Count" post to your profile, only accesable by admins.

It should still increase in post count no matter what, unless you are posting in the testing forum, as far as I know.
