They could, depends on your ISP.

If you have 56k dialup it changes, otherwise no.

Does it change? You know like when I shut down the computer? Since I have DSL, does it change? Can someone trace me by that IP address?

It depends, if you have dial up it changes everytime I think. I dunno, I have something else.
