Question 'Bout VBulletin Forums
is there a free vbulletin host? in other words, a site that sets up vbulletin forums for free? i know there's ezboard and proboard, but neither of those are vBulletin.

No, if you want to use vbulletin, you'll have to pay for it. But you need a host to host your board, and the link posted above will probably work for it and it's free.
