You could fix the pixelation but blurring it... Or by using the smudge tool.

You know, you don't have to use vector lines every time. The vector lines completely don't fit in, you have like a semi blurry pic, and grunge text, don't put in vector lines, as well as those vertical lines at the bottom. If you take them out, then it'll be a bit plain but otherwise good.
