Well, the average mod usually is friendly and takes part in topics, is active, and locks topics containing things like flaming, spam, or is plain useless. They move topics to correct forums if necessary, edit posts with bad content, etc.

Some can ban.

It depends on the board and the mod's status. The admin sets the permissions.
