No, irrational numbers are numbers that cannot be expressed by a fraction and their decimal form is not terminating or repeating.

Also if you go to:
http://www.angio.net/pi/piquery you can type in a string of numbers and it tells you where it comes up in the first 100 million places of pi. My phone number without the area code comes up 6 times, the first time being at position 1980060-1980066.

That would be a VULGAR fraction, which means that either the numerator or denominator is an integer. Infinitesimal numbers such as pi are neither rational or irrational. . .
