load the animated gif. on the upper right where the Optimize box is, click the arrow that's pointing to the right, it's in the top right of the box. click on Optimize To File Size, then put in a goal file size.
but if u go too low it reduces the quality.

i don't know, toy around with it so it's as low as possible but still looks good.

I don't know. As low as it can go without losing quility. Just experiment.
