Yea, but I just view that as Bush taking those actions because at least in theory, no actions should be taken unless Bush supports them.

I am sure they all got summaries from their attorneys. I don't know if you ever tried to read it, but it is impossible to understand what that law provides unless 50 other laws are laid out in front of you. It was written that way because I don't think the people backing the law WANTED others in congress to know what the law would do. It was cleverly named and packaged in such a way that only a godless-communist could vote against it. It was a bill of goods and while some parts are necessary and good for the country, most assault the Constitution.
