What does that mean? What does pactuating mean?

From the word "pact", as in "pact with the devil"? Not sure if it´s a real word in english, it exists in my language. Means the army were happy to grant such requests.

That guy is so messed up..

Hes probably a racist or something.

The fact that he thinks Iraq had anything to do with 9/11 shows that he is probably racist against all muslims and thinks of all muslims the same way...As terrorists and Americas enemy..that is wrong and stupid.
