What puzzles me is the trouble they went through to find a cool sounding and apropriate word to fit with all this stuff!

I mean, there are guys getting payed to come up with this crap?? They could just call it

COUNTERTERRORISM
REQUIREMENTS and
APROPRIATE
PROCEDURES...
