The terrorists have attacked muslims, that's not a problem for them if they consider the muslims too "western" or something. There was an attack just some time ago (can't remember where) in which mostly muslims were killed.

I'm not sure the terrorists of today are going to give a rat's ass about the "celebration of peace" -side of the olympics. And the terrorists are also likely not to care whether their attack is celebrated or not. They want to create chaos and make the western world fear.
