I think all relevant actors (USA and EU) are currently too busy with other things to take care of the relationship with Iran.
Still, I believe that because the elections in Iran happened not too long after the Bam quake, chances for an improvement are slim. The election was a disaster (for western standards) and made clear that there are very profound differences between Iran and the West. That's way I think that the 'chance' the Bam quake offered to improve the relationships (through working alongside towards the same goal) has been missed.
I hope I'm wrong, though.
