That's way too many conditionals for one sentence.
The danger of unauthorized usage of radioactive materials, however, is real, though small. If some terrorists really decide to gather components for a dirty nuclear bomb, there are much simpler methods to extract them. For instance, an x-ray machine, which can be found in just about any hospital on this planet...

There may be many condinionals in the quote you used. There may also be simpler methods for terrorists to get components for a bomb. That still don't change the fact that there are problems related to security at Russian nuclear facilities. Otherwise the spokesman of The Federal Service of Atomic Supervision maybe wouldn't have "expressed concern about security at nuclear facilities in Moscow."

And these two quotes are neither very reassuring.

"… and part of them are operating at higher educational institutions where it is hard to cerate conditions for effective control over the production of radioactive materials.”

"In his view, physical protection of these facilities and the transportation of radioactive materials “are not properly financed.”"

Ok, ok, you got me here. Though, it is still a very far cry from "their current nuclear power plant problems"

Phunkie, nothing in Russia is properly financed. Never has been. Lack of proper financing is our national engine of progress (along with lazyness)

Anyhow, while you look for the slightest possiblity that something dreadful might or might not happen in Russia, real accidents occur elsewhere. Such as:
Vermont engineers hunt for missing, deadly nuke fuel

sorry i don't have the time to waste to find all the problems there are. They are well documented and need no proof. Russia is a complete wasteland when it comes to security and especially nuclear security.

Well I never said all of the Russian nuclear power plants are exploding tomorrow. (And I sure hope they don't...)

I just stated that there are different problems related to the nuclear facilities in Russia. This security issue, financing problems, the Mayak reprocessing facility, the extension of the LNPP reactors' lifetime past their designed one and the Seversk situation:

"The continued operation of two industrial reactors at Seversk is fraught with the danger of "an accident of the Chernobyl type" to the Tomsk region, said Yuri Vishnevsky, head of Gosatomnadzor, at a news conference in Moscow on July 13."

I know the news is old (and moldy ;) ) but to my knowledge there is still activity in Seversk. Please correct me if I'm wrong.

I also realise that there are many nuclear power plants in Russia and most of them are probably working properly. But any little problem with one facility is one problem too many to my liking.

I'm not really looking that hard for the possibility. I wouldn't have gone into this issue so extensively if you hadn't dragged me. ;)

And I know that there are nuclear related problems elsewhere, I'm just not as concerned about them as the ones taking place in Russia since we're Russia's little neighbour.

Like I said, Seversk is a restricted city, with very limited information access. What I know for sure, however, is that there was no "accident of the Chernobyl type" in the past 6 years
