In Photoshop make the entire workspace go from black to white (top to bottom) using the gradient tool. Then use the difference clouds filter and then invert it all (ctrl + i). Then go to Image > Adjustments > Levels, and move the middle slider all the way to the right. Then to add colour to lightning I prefer to use Image > Adjustments > Color Balance.
EDIT: To have multiple lightning together just create a new layer, repeat the process and then change the new layer's blending mode to screen, thus removing the black.
