I give it a nine, for a few reasons.

The mods/admins are regular posters who arent power hungry.
The posters dont bash people for no friggen reason
It is a nicer board..Vbulliten rocks
It isnt $35 to join for 'more' boards
It doesnt cost money
No kiss ass mod wannabes.
etc etc.
