Europe does not exist (apart from on a map), so i assume you are talking about the EU, which is just a group of nations that have signed some trade and economic agreements and have themselves organised to be able to discuss somewhat effectively. That you see the EU as a whole means that these countries dont act unilaterally very often and/or that you think in terms of them/US, black/white, "if you're not with us you're against us".
That the EU organisation tries to be important is normal. Every organisation tries to make itself important.
There is no doubt that the US makes a difference. The problem is that they do it with arms, it changes the situation for the worse (apart from for a few oil and arms dealers and their friends) and it destabilizes trust relations of which some have taken more than a century to build. And why, because the Bush has to show the world that he has a bigger dick than his dad. This guy is not leading a nation, he is playing games with his friends, the wanker.
