They seem to have read the latest report from the IAEA. The summary is a rehash of old news, but ElBaradei seems to have written in addition that "the IAEA continues to be concerned about the widespread and apparently systematic dismantlement that has taken place at sites previously relevant to Iraq’s nuclear programme and sites previously subject to ongoing monitoring and verification by the IAEA."

But there was no specifics of when this "apparently systematic" dismantlement took place, or by whom for that matter. I guess it's tempting to assume that ElBaradei is referring to events within the last six months, the time since the last report from IAEA. But I don't know if that is entirely accurate. I really hope it's not.
