These bills have been floating around Congress since January 7 of 2003. S89, submitted by Hollings (a democrat) has no co-sponsors in the Senate and is stuck in committee. HR163 is likewise stuck in committee, though it does have 14 co-sponsors, all democrats.

In a Republican controlled Congress these bills have no hope of living. If they make it past Congress, they have no hope with a Republican president.

The desire to jump on Bush for every ail and ill is so strong, it's almost funny.
