1. Yes. But the Party still doesn't claim to have communism in china
2. Not exactly. It's the Mao Tse Dung's interpretation of communism that is implemented. And many would argue that his interpretation is such that it makes Marx roll over in his grave.
3. Doesn't seem to be. They don't even have a free health system. And their economic reforms are aimed at creating some kind of controlled capitalism.

It may not be communism in a "pure" form or "real" communism, but to me it seems that China is a somewhat communist country.
To some extent, yes. As are all the countries, commonly refferred to as "communist"
