Well, I don't actually believe either that he's mentally handicapped. But he claims to be that, by saying he doesn't know anything if someone doesn't tell him.

And even though he may not be retarded, he still is one stupid son of a bitch for two reasons:

1. Doing such things to the prisoners
2. Thinking he can get away with it by blaming someone else
