Saddam never did reconstitute his military forces - or his supposed WMD programs - following Gulf War I. That's why Bush II knew it was safe to take on Iraq with only half the forces that his father (Bush I) had deployed just to liberate Kuwait (which left 2/3 of Iraq intact).
