No. War, by definition, is "an armed conflict between countries or groups that involves killing and destruction", or if you prefer "a struggle or competition between opposing forces or for a particular end".
But definitions aren't really important since al Queda has declared war (jihad) against the US. Furthermore, if bin Laden is negotiating for peace between his organization and Europe, then that presupposes that something
other than peace exists currently.

Validated or not, they're going to keep killing people until Europe either agrees to their demands or kills them all. Since Europe isn't at "war" with al Queda, they'll probably find it very hard to kill them all.
