Major world powers are countries. Osama is one peron heading a terrorist group. War per definition is between more than a hand full of terrorists and a country. If your definition would apply, Spain would be at "war" with the ETA...? Barca, do you have a war in Spain that nobody knew about?

At no point in time should Al-Quaida be validated by any kind of treaty, conversation or other. Period.
