After a quick search on the web, using the keywords "iraq" and "electricity" or "power", i found dozens of articles reporting power outages throughout the entire year since the war began in Iraq.
I doubt the iraqi economy would improve all that much without power...
Btw, electric power in Iraq (when functioning) is shutted down at 09:00 p.m, every day, to resume at 9:00 the morning after. This is done regularly, as i verified in a documentary i watched only a few days ago. It related the story of a police chief, in Baghdad. His daughter had to study at candle light, everynight. They got their drinking water out of a well, shared by all the locals, because the water mains are still broken, a year after.

Some of you might say "hey, those articles are from 2003, they have fixed it by now". The latest date i found in such a small and quick search was December 2003. If during a whole year, they didnīt fix it, what makes you think they managed to fix it now in a couple of months? Itīs even worst, now that there is a generalized rebellion going on!
