Fallujah is Iraq´s Sickago (Chicago), runned by mafias, clerics and warlords. It is known how during Saddam´s rule not even he would set foot in that town, leaving it pretty much in the hands of the local power figures. I wouldn´t be surprised if those mercenaries were there to make a hit on one of them or something in those lines. The US Marines have a big base nearby, with over 9.000 troops, but even them dare not enter it. Not even to conduct a rescue mission on some of their countrymen.
It is believed that over 25 million firearms exist in Iraq today, and you can be pretty damn shure a huge part of them are in Fallujah. I think a good comparison would be to compare Fallujah with Mogadischio, the market section. Getting in there would prove disastrous for any outside force. That´s why they prefer to lay "siege". They are running low on Blackhawks...
