You may not have approved of either governement and/or ruler but the fact of the matter is that both were sovereign nations. Both members of the UN blah... Non acceptance of a government doesn't make the country not sovereign... If that was the case Cuba would have seized to be a soverign country a long time ago based on the US' disapproval of its gvt. and vice versa.
