I think you are overstating. I read in the NY Times that power has been turned back on to pre-war levels and businesses are re-opening and thriving.
I am sure Iraq still has a lot of problems and will for some time, and I am sure that Iraq will be extremely dangerous for some time, but from everything I have read, it is getting better.
