I think it's a very risky political ploy that has as much potential to hurt him as help him, in the long run. As to whether or not it's "right" to use it at all, well...it is a part of his resume now, I guess. I don't think it's wrong to use it, necessarily. I don't like what he's done since 9-11, so to me this approach is simply counterproductive. It highlights his failures, not any real successes.
