Meh, it came to GameFAQs back in April or sometime around there. I'm sure some people have known about it for several years, but it hasn't been well-known for that long.

Also, another way to get Mew, also level 7, is to have a pokemon with a special stat of 21 or 277, and then fight a trainer, then fight a ditto, have the ditto transform into the pokemon with the 21/277 special stat, then fly to Lavender and go onto Route 8. At least I think that's all you have to do.
